On IBM Power, the processors that are not dedicated to a partition form a shared processor pool, and some models allow additional pools with an optional maximum and reserve. Capacity is counted in processing units. A capped partition stays within its allocation, while an uncapped one can exceed it, up to its virtual processors and the pool maximum.
